On March 20, the organizing committee of the Olympic Games after an online meeting with the heads of the International Paralympic and Olympic Committees made a final decision that the Summer Olympic Games will still take place. However, fans of foreign teams will not be able to travel from abroad to support the athletes.

Only members of foreign delegations with accompanying persons and media representatives will be allowed to come to Japan in limited numbers. It is also planned that fans who live in Japan (Japanese and foreign residents) will still be present at the competitions, but their number will be limited. Foreigners who have purchased tickets to the Olympic and Paralympic Games but will not be able to enter the country due to the pandemic will receive a full refund.
